Linda Segal Blinn leads ING U.S.'s Technical Services Department within Tax-Exempt Markets of the Retirement business. In this capacity, Blinn provides general legislative, regulatory, and compliance information to assist education, non-profit and governmental employers in operating their retirement plans. Her expertise includes administering and designing defined contribution plans in conformance with the Internal Revenue Code and ERISA.

Blinn joined ING in 1996 after six years with the Massachusetts Mutual Life Insurance Co. in Springfield, Mass. where she served as in-house counsel. In that role, Blinn advised pension and annuity clients on compliance with ERISA, Internal Revenue Code, securities and insurance law and provided legal support for the development, modification, and marketing of insurance and institutional mutual fund products issued to retirement plans.

Blinn, who has practiced as a benefits attorney, has nearly 25 years of experience administering and designing defined contribution plans. She is a frequent speaker at industry events discussing how Internal Revenue Service (IRS) and Department of Labor (DOL) guidance impacts employers’ plan documents and administration, with a specific focus on public and nonprofit employers. She has hosted various state and national webcasts on retirement plan issues facing school business officials for various public school systems, the Association of School Business Officials (ASBO), the American Association of School Administrators (AASA), and the College and University Professional Association for Human Resources

Blinn is an active member of the retirement and insurance industry, and serves as a member of the IRS’ practitioner panel at the annual IRS 403(b)/457 Examination Workshops, the 403(b) Retirement Plan Council of the Association of School Business Officials (ASBO), and the Education Committee of the National Tax Sheltered Account Association (NTSAA). Blinn is a magna cum laude graduate of Brown University, and holds a J.D. from New York University School of Law. She is admitted to the bars of Connecticut, Massachusetts, and the Federal District of Connecticut.
